Virtual Training Programme conducted by NRRI, Cuttack on “Accrual Accounting”

“Accrual Accounting” being an important part of financial transactions is to emphasize the importance of recognising financial transactions not at the time of receipt or payment of cash, but at the time of the occurrence of the transactions as being implemented by ICAR. This necessitated the capacity building of Finance Officers and other officials of ICAR. Upon receipt of instructions from ICAR conveyed through HRM Unit of ICAR, two batches of Training on “Accrual Accounting” has been organised by the ICAR-National Rice Research Institute, Cuttack, Odisha through virtual mode from 12-14 and 19-21 January, 2021.

Dr D. Maiti, Director (I/C), NRRI, Cuttack emphasized on the necessity of updated knowledge and development of professionalism in the ICAR system in general and administrative personnel in particular. Dr. A.K. Vyas, Assistant Director General (Human Resource Management), ICAR stressed upon the need for development of human resources and underlined various factors of competency, which are essentially required for bringing efficacy into the system. Sri G.P. Sharma, Director, Finance, ICAR virtually interacted with the participants and briefed about the importance of accrual accounting for bringing uniformity and fulfilling the various needs of the stakeholders. He accentuated the designing of the course and effective implementation of the programme.

The most experienced resource persons from ICAR like Shri G.P.Sharma, Director(Finance), Shri S.K.Pathak, Comptroller, IVRI, Izatnagar Ms Sunita Arya, Chief Finance & Accounts Officers, CAZRI, Jodhpur and other senior officers clarified all the doubts of the participants and the live sessions were conducted through virtual mode with the interface of Zoom classes, session-wise quizzes and assignments through Google classroom, WhatsApp  Group and Google Groups.

Dr. S.K. Das, Senior Finance & Accounts Officer, NRRI and the Course Director presented the training report, wherein 96 Assistant Finance & Accounts Officers/ Finance & Accounts Officers/Senior Finance & Accounts Officers and other officers from 69 ICAR institutes and ICAR Head Quarters virtually participated in the programme representing from 24 States of India. The non-participation from Mizoram, Manipur, Tripura, J&K and Chhattisgarh mainly due to non-availability of ICAR institutes in most of these states. While acknowledging the significant support of Dr. Ranjan Kumar Mohanta, Course Coordinator and Shri Subodha Kumar Sahu, Course Co-Coordinator, Shri Santosh Kumar Sethi, Course Co-Coordinator expressed his sincere thanks on successful completion of the training programme.
