Review meeting of Hindi Teaching Scheme organised at ICAR-NRRI, Cuttack

The Office of the Deputy Director of Implementation (East), Department of Official Language, Ministry of Home Affairs, Govt. of India, Kolkata organized a review meeting for the member offices of Town Official Language Implementation Committee (TOLIC), Cuttack on 18th of July 2023 at the National Rice Research Institute, Cuttack with regard to the compliance, implementation, progress and documentation as per the provisions laid down in the Hindi Teaching Scheme. Dr. M.J. Baig, Director (Acting) NRRI and Chairman of TOLIC, Cuttack presided over the meeting. Dr. Sunil Kumar Loka, Deputy Director, Implementation (East) was the Chief Guest and Shri Aswini Samal, Deputy General Manager, BSNL, Cuttack graced the occasion as the Guest of Honour. Shri Madan Kumar, Senior Hindi Teacher, Hindi Teaching Scheme, Cuttack Centre welcomed the dignitaries and the Heads, Hindi Officers and other representatives of different Central Government offices, PSUs and banks located in Cuttack city registered as member offices under TOLIC, Cuttack. A total of 15 representatives from various member offices participated in this meeting.
Addressing the gathering, the Chief Guest Dr. Sunil Kumar Loka discussed at length about the Hindi Teaching Scheme’s background, origin, constitutional provisions, eligibility, prize schemes, importance and the necessity to avail Hindi language courses, Hindi computer typing and Hindi stenography training for those employees of central government offices who do not possess the knowledge of Hindi under various training programme schedules as envisaged by the Department of Official Language. Dr. Loka emphasized on the fact that the aforesaid trainings has been made compulsory for employees of all Central Government offices and has to be completed by the year 2025 as a target set by the Hon’ble President of India. He reviewed the reports submitted by the member offices of TOLIC and suggested ways to overcome the shortcomings. He also suggested remedies regarding the queries raised by the participants related to the effective implementation of official language policies being faced by them in their respective offices.
The Guest of Honour, Aswini Samal elaborated that the Cuttack Centre of Hindi teaching scheme is fully committed towards the fulfillment of goal set by the Hon’ble President of India for completion of training programmes by the year 2025. He briefed the Chief Guest about the progress made regarding the training of personnel of different Central Government offices in the Cuttack city under the Hindi teaching scheme during the last and current year. He also urged all the member offices to nominate more and more personnel under various scheme in order to ensure the compliance of target.
Dr M.J. Baig welcomed the Chief Guest, the Guest of Honour, the Senior Hindi Teacher and all the Heads of member offices participating in the meeting. He described about the objective of the meeting and said that NRRI which is entrusted with the chairmanship of TOLIC, is fully determined to remove the difficulties being faced by the offices in the implementation of the Hindi teaching scheme. The TOLIC provides a suitable platform for effective discussion and exchanges of information on excellent practices. He assured of NRRI’s full cooperation for compliance of the Official Language Policy by the member offices.
