Workshop on, “Promoting rice export from Odisha: strengths, opportunities and constraints

A one-day workshop on, “Promoting rice export from Odisha: strengths, opportunities and constraints was organized at ICAR-National Rice Research Institute, Cuttack, Odisha-753006, on 21st November, 2022 with the objectives to i) Identify the critical points in promoting rice export from the state, ii) Develop strategies to promote rice export from the state and iii) Finalize the roles and responsibilities of different partners in the action plan
Officials and representatives from different departments attended the workshop to share their views and valuable experiences for identification of the critical points in promoting rice export from the state. The inaugural session of the workshop was chaired by Dr. A.K. Nayak, Director, ICAR-NRRI, Cuttack while Dr. S.K. Pradhan, Additional Director General (FFC), ICAR, New Delhi, graced the occasion as the chief guest. The Dean of Research, Dr. S.K. Swain and Dean (Extension), Prof. P.J Mishra, OUAT and APEDA (Agricultural and Processed Food Export Development Authority), Regional head, Kolkata, Mr. Sandeep Saha were the guests of honor. Deputy DGFT, Govt of India, joined the workshop through virtual platform while Dr. Mukund Variar, State Coordinator, IRRI-Odisha project, was physically present to attend the workshop and shared his views. Website for the state-of-art Quality Analysis Laboratory facility developed at ICAR-NRRI, Cuttack using the funding support from ICAR and RKVY (RAFTAAR-Infrastructure) Scheme, Government of Odisha was launched on the occasion the make the analytical facility available to all the stakeholders of the rice value chain.
Deliberations were made by Scientists of ICAR-NRRI; Secretary, All Odisha Rice millers’ Association, Shri Laxminarayan Deepak Ranjan Das and Shri Dipankar Biswas, Superintendent, CWC (Central Warehousing corporation). AHP (Analytic Hierarchy Process) SWOT method was followed to identify strengths, weaknesses; opportunities and threats (SWOT) of export from the state. Inputs were recorded for analysis from Farmers, Millers, Exporters and Marketers for prioritizing the critical issues of export that will be utilized to formulate the strategy document to Promote Rice export from the state, mentioning the roles and responsibilities of all the partners in the export chain. This document will be serving as the guideline for the state to promote export of rice. Points were discussed to be taken up for preparation of the roadmap. Sensory analysis data was noted using the feedback of the participants for four different varieties of aromatic rice released by the institute.
The workshop closed with the visits of the state-of-art Pesticide residue analysis laboratory, state-of-art Quality analysis laboratory and the Milling and Processing Unit of the institute. The state- of-art Pesticide residue analysis laboratory is equipped with GCMS, HPLC and LCMS-MS and is capable of carrying out the analysis of more than 100 pesticides recommended for rice. The state-of-art Quality assessment laboratory is equipped with GCMS-MS, HS-SPME with auto sampler, AAS, ED-XRF, Texture analyzer, RVA, NIRDS and many high-end equipment. Protocol for quantification of aroma of aroma compound in rice i.e. 2 Acetyl 1, Pyrroline has been standardized in the laboratory. Protocols for analysis of twenty-nine different quality traits including, analysis of 17 essential aminoacids, protein, fats, amylose content, iron and zinc content, colour parameters, cooking parameters of rice have been standardized and made available for use by other stakeholders on payment basis. Information on the analytical facilities may be availed from the website. The Milling and processing unit is equipped with the Milling, processing and packaging facilities. Facilities for puffing, popping, flattening, extrusion, backing, etc. are available to make different types of processed products from rice. Trainings will be imparted on the different technologies and entrepreneur development in this sector, for which the information will be available at the website.
