Vigilance Awareness Week (VAW), 2020 Celebration at ICAR-National Rice Research Institute (NRRI), Cuttack, Odisha
The Central Vigilance Commission as the apex anti-corruption body of the country endeavors to promote integrity, transparency, and accountability in public life. Observance of Vigilance Awareness Week, every year, is a part of multi-pronged approach of the Commission wherein one of the strategies is to encourage all stakeholders to collectively participate in the preventive vigilance measures and fight against corruption, raise public awareness regarding the existence and gravity of and the threat posed by corruption.
Every year, the last week of October is observed as Vigilance Awareness Week in such a way that we can have the Birth anniversary of Sarder Bllavbhai Patel i.e. 31 Oct. within this week. It is to mark his great contribution towards uniting the country and make the countrymen aware about the significance of united, corruption free society. Observance of Vigilance awareness week was initiated in the year 1999 and was commenced to be observed in mission mode from 2006.
The Central Vigilance Commission has decided that this year the Vigilance Awareness Week would be observed from 27th October to 2nd November, with the theme सतर्कभारत, समृद्धभारत (Vigilant India, Prosperous India).
The Commission expects all Central Government and its organizations to conduct various activities with zeal and enthusiasm to achieve the objective to eliminate corruption in public life.
We, in our Institution, commenced to observe of the सतर्कता जागरूकता सप्ताह , this year, with the Integrity Pledge on 27 Oct. followed by a very informative speech by our Sr FAO Dr. SK Das on the scopes of being vigilant within the organization. One cannot remain vigilant from outside; rather we can only be effectively vigilant from within the system of the organization. The inaugural session was chaired by Dr D Maiti, Director, ICAR-NRRI, Cuttack and co-chaired by Dr A K Nayak, Head, Crop Production Division, ICAR-NRRI, Cuttack.

Various activities like speech competition in English, Hindi and Odia were organized during the week. Around 37 participants from scientific, technical, administrative, supportive categories, students, RAs, SRFs, participated the competition. The intellectual and capable judges namely Dr P Swain, Dr. B C Patra, Dr. G A K Kumar, Dr. Dr. P.C Rath, Dr M J Baig, Dr. S Samantray, Dr S K Mishra, Dr. R Tripathi were actively participated and encouraged the participants and staffs. The lectures and competitions were organized by ARIS lab in virtual mode following all the Covid-19 guidelines and coordinated by Dr P Bhattacharyya, Vigilance Officer of ICAR-NRRI, Cuttack. We also observed the National Unity Day (Rashtriya Ekta Diwas) on 31st Oct. to mark the 145th birth anniversary of Sarder Ballavbhai Patel, the IRON MAN of INDIA by taking Unity pledge and felicitating our COVID WARIORS.

Apart from that as directed by the council the internal house keeping activities were done in campaign mode. Sensitization programs have been taken up including promotion of e-integrity, preventive vigilance etc. The records of land management, allotment of houses/ quarters, payment benefits of persons/ employees, management of assets at all divisional level, tracking of pending complaints, record of pending vigilance cases, major and minor penalty proceedings, gender sensitization issues and IT usages were scrutinized and monitored.
In the closing ceremony, Dr AK Nayak delivered thought-provoking lecture on vigilance awareness in research institutes and shared his views on Scientific/ Research vigilance and mitigation of corruption in research ethics. The result of speech competitions and prize distribution ceremony was done at valedictory function which was chaired by Dr D Maiti, Director, ICAR-NRRI, Cuttack and co-chaired by Dr P Swain, Head, Physiology and Biochemistry Division, ICAR-NRRI, Cuttack.
